Pamela A. Graff | President & CEO
Pam has spent her career in healthcare, including holding senior management positions with government-focused systems integrators including Northrop Grumman and SAIC. Prior to founding QuarterLine in 2009, Pam worked for a private equity firm where she led the corporate turnaround of a national healthcare company. Pam also spent time with the Department of Veterans Affairs developing a 20-year plan to improve healthcare delivery for our nation’s veterans. On another large-scale project, Pam assembled a consortium to establish a pharmaceutical supply chain in the developing world for the distribution of critical medicines to combat global pandemics. Pam has her undergraduate degree from Purdue University. She also completed an undergraduate curriculum at the Institut d’Etudes Politiques in Strasbourg, France and postgraduate studies in international economics at the Institut d’Etudes Economiques in Brussels, Belgium.
Patty Hardt | Chief Financial Officer
Patty has more than 25 years of professional financial experience with proven success in fast growing government contractors. Prior to joining QuarterLine, Patty was the CEO of KEI, a consulting firm specializing in providing financial services and strategy to small to midsize government contractors. Patty also served as CFO of Kinsey Technical Services, Inc. (“KTSi”) While at KTSi, Patty positioned the company for rapid growth and for a strategic sale in 2013. Patty also served as Vice President of Finance for ProLogic, Inc where played a key role in the successful acquisition of Scytale. Before ProLogic, Patty was the Senior Vice President and Chief Financial Officer for McClendon Corporation. Besides her most notable accomplishment of selling McClendon to L-1 Identity Solutions, Patty was instrumental in molding the organization to increase profitability by nearly 100% during her time there. Other positions Patty has held: CFO for L-3 Analytics, Corporate Controller positions for ICF Consulting Group and Techmatics, Inc. (sold to Anteon in 1998). She has a Bachelor of Science degree in Accounting from Virginia Tech and passed the CPA exam in 1988.
Matt Davis | Chief Information Officer
Matt oversees technology, information security, and program management at QuarterLine. He has over 20 years of leadership experience in information technology management for federal government, telecommunications, and financial enterprises. Prior to joining QuarterLine, Matt was the Acting CIO for Innoviss, a leading company providing information and security solutions to the federal government. He was responsible for all information technology activities, as well as the overall roadmap and strategy for Federal Information Security Management Act (FISMA) compliance and Authority To Operate (ATO) sustainment. Matt was also Principal Program Manager in Microsoft’s Consulting Services group for five years. There, he received multiple Microsoft key talent awards and promotions while managing a diverse portfolio of customer engagements and a team of senior architects and consulting engineers. Prior to Microsoft, Matt served as Associate Vice President at ATG, Inc. and Senior Manager at Nextel/Sprint. Additionally, he has extensive experience in the financial services and accounting industry, having worked at Coopers & Lybrand and Arthur Anderson. Matt earned his undergraduate degree in Accounting from West Virginia University and holds an M.B.A. in Finance from the University of Pittsburgh, Katz Graduate School of Business.
Erin Cole | Principal for Operations
Erin is the Co-Founder of QuarterLine and leads all of QuarterLine’s functional operations, including contracts, human resources, administration, and recruiting. Erin has an extensive administration and marketing background and brings expertise in process improvement to this role, including previous experience as a strategic business development consultant for Thomson Reuters. In this role, Erin created functional mechanisms and formalized processes for managing large-scale government business development efforts. Erin’s other executive roles include serving as Director of Operations at PhyAmerica Government Services, a national medical services government contractor, where she led efforts to improve the company’s business development efforts, resulting in $100M in new contracts. Erin also has experience in government healthcare and federal grant-funded programs at the state level, including HRSA and SAMHSA programs. Erin earned her bachelor’s degree from the University of New Hampshire.
Rory Rickert | Principal for Consulting Services
Rory leads QuarterLine’s healthcare consulting practice. Rory joined QuarterLine from IHS, where for more than 10 years he has led a national consultancy – working with leading healthcare clients, including some of the nation’s largest healthcare insurance companies, PBMs, and Pharmaceutical Manufacturers in support of Government programs, new market areas, strategy and product development. In his 25-year career, Rory has worked with more than 100 healthcare organizations, including all of the major health insurance organizations in the country. Rory is a leading pharmacy expert, bringing proven experience in both government and commercial healthcare programs. Rory has published and spoken extensively on commercial and federal pharmacy initiatives and programs. His areas of expertise include Department of Defense healthcare programs, sales and marketing, business strategy, and government policy and programs. Rory holds a Bachelor of Science degree in Pharmacy from the University of Minnesota.
Justin Bacon | Vice President of Federal Business Development
Justin is the Vice President of Federal Business Development at QuarterLine responsible for meeting QuarterLine’s growth goals, managing customer and partner relationships and on the management of strategic growth efforts. During his tenure at QuarterLine, Justin has led the capture of $50M in contracts for the company and on developing new opportunities within the Department of Veterans Affairs, Department of Defense, and US Special Operations Command (USSOCOM). Justin joined QuarterLine from Booz Allen Hamilton where he focused on cyber security solutions within the civilian sector. Justin holds a Bachelors of Science degree from the University of Delaware.
Terri Anthony | Director of Medical Services
Terri leads QuarterLine’s medical services organization providing operations, contracts, and financial management for its commercial and Government customers. She has over 14 years of experience providing comprehensive management services to small and medium-sized companies in the health industry. Terri’s professional experience includes serving as Finance & Contracts Manager for a graduated 8(a) small business specializing in government healthcare staff placement and management. She has received advanced training on the Services Contract Act and has extensive work experience with the Federal Supply Schedule. Terri has also provided consulting services to Government contractors in various industries including system implementation and cost development. Terri has a Bachelor of Science degree in Finance from Virginia Tech.
